Supporting Peaceful, Safe, Sustainable Reintegration for Returning Migrants and Host Communities in Zimbabwe impacted by the non-renewal of the Zimbabwe Exemption Permit (ZEP)

Goromonzi, Epworth, Buhera - July 01, 2025

With funding support from Korea International Cooperation Agency (KOICA), the International Organization for Migration (IOM), in collaboration with its Implementing Partners (IPs) supported by the Government through the Inter-Ministerial Taskforce on the ZEP Return Reintegration, is implementing a 3-year project. The project is entitled: “Supporting Peaceful, Safe, Sustainable Reintegration for Returning Migrants and Host Communities in Zimbabwe impacted by the non-renewal of the Zimbabwe Exemption Permit (ZEP)”. The project is a collaborative initiative primarily aimed at strengthening the capacity of the Government to work with IOM and its network of partners, with the main objective of providing sustainable return and reintegration support for Zimbabwean migrants and their host communities, who have been impacted by the non-renewal of the Zimbabwe Exemption Permits (ZEP) in South Africa. The intervention is responding to the request for support by the Government of Zimbabwe under the Multi-Sectoral Contingency Plan. An assessment by the Government in 2023, with the support of IOM, confirmed that migrants are already returning to Zimbabwe and require holistic reintegration support, with livelihood opportunities cited as a major challenge. The project has three expected outcomes, namely:

  • Strengthened preparedness to support returning migrants on institutional, community and individual levels.
  • Increased social stability, socioeconomic opportunities, and psychosocial well-being for returning migrants and host communities.
  •  Protection services for returning migrants and host communities are improved and the Government of Zimbabwe and other stakeholders demonstrate increased capacity to assist migrants through strengthened referral systems.
